Open Properties for HTML Editor control and set Appearance to custom:

Call Button Collection Editor:

Use

for adding new buttons to collection:

For some types of buttons (Method, Toggle, Select, Custom) you should set properties:

After your buttons collection is filled, press OK button and HTML Editor control will be rerendered.
Now, if you call Button Collection Editor again, you will see the following:
